The General conference consists of Ministries of Educations in the Member States (United Arab Emirates, Kingdom of Bahrain, Republic of Yemen, Kuwait, Kingdom of Saudi Arabia, Sultanate of Oman, and Qatar). Member States share Honour of chairing sessions of the General Conference and venue on turns according to the alphabetical order of their names. The General Conference holds a regular meeting every two years. It makes the general polices of the Bureau and the bases of its work and accordingly issues the directives and resolutions that suits the Gulf educational joint work. The Conference also takes role in electing the Director General of the Bureau based on the nomination submitted by the Executive Board. It holds a consultative meeting on the gap year to approve the budget of the Bureau and its work plan after being approved by the Executive Board.
